In part two we learned that the pandemic was the countermeasures. “Countermeasures” is a term of biowarfare, not medicine.¹ An internal CIA memo from the head of clandestine operations, for instance, dated June 1950, pushes bioweapons research arguing that their advantages include that the enemy has trouble developing “countermeasures.” Frank Wisner to Marshall Chadwell, June 1950. In fact, all the “countermeasures” from masks to Remdesivir were produced for the Department of Defense under weapons contracts outside any and all regulatory oversight.      Standing at the presidential podium with the White House seal and an American flag behind him, Secretary of Health and Human Services Alex M. A License to Kill           

     The three words “public health emergency” also nullified the Nuremberg Code’s article one, which states that we have the right to “informed consent” before being subjected to any medical procedure. Under the two above-referenced statutes, anyone subjected to a “countermeasure” approved by the Secretary of Health and Human Services has the right to informed consent only “to the extent practicable.”⁶Stuart L. And the HHS secretary need not consult anyone or review any data to decide to approve a “countermeasure.”⁷ Stuart L. Nightingale et al. He or she decides unilaterally and unaccountably. Then hospital inpatients or anyone receiving an “approved countermeasure” no longer has to be (1) informed about the countermeasure’s efficacy and dangers or (2) consent to its being administered.  

     Under the same statutes, hospital inpatients and their families lost the right to legal redress for any injury or death caused by the “approved countermeasure.”⁸Stuart L. Nightingale et al. Hospitals, doctors, nurses, and other medical staff or persons administering the countermeasure could not be charged with any crime, no matter what horrors they caused, including lifelong injury or death—as long as they were administering an “approved countermeasure.” The rule of law was suspended. America was under a tyranny of the executive branch. 

     Americans lived under that tyranny for three years and three months. During that time any therapeutic’s safety and efficacy were mere decrees, without any requirement that they be supported by data. Clinical trials were a charade.

     Pfizer’s clinical trials were revealed to be a charade during Brook Jackson’s whistleblower case, which she brought because she witnessed that Pfizer’s trials were unblinded, unsanitary, and misrecorded. Jackson administered Pfizers trials at Ventavia, a Pfizer subsidiary in Texas. Pfizer’s defense was that because its contract with the Department of Defense (DOD) was under “other transaction authority (OTA),” it was not required to conduct any clinical trials at all. Its contractual obligation was solely to deliver to the DOD a “prototype.” That is, a bioweapon.      Thus during the “public health emergency” from January 31st 2020 through May 11th 2023, the Food and Drug Administration (FDA), the Centers for Disease Control and Prevention (CDC), and the National Institute of Allergy and Infectious Diseases (NIAID) were by statute absolved of any responsibility for their decrees of “safe and effective” being anything more than mere words. So were all White House officials and appointees. “The science” was by statute a charade for two years and three months.    

     And what transpired in the hospitals is a horror for which this series of articles is a small contribution to the national and global effort to have accountability.    

     On January 31st 2020, using the pseudo-legal power of the Project Bioshield Act of 2004 and the Public Readiness and Emergency Preparation (PREP) Act of 2005, the Secretary of Health and Human Services gave hospitals, doctors, nurses, and all medical practitioners a license to kill.

“Pandemic of the unvaccinated”  

     Unless they were well versed in obscure acts of Congress, doctors and nurses did not know they had been given a license to kill. They were most likely unaware too of the billions in windfalls their hospitals received from the Coronavirus Aid, Relief, and Economic Security (CARES) Act of March 27th 2020 on condition that they administer “approved countermeasures” and only “approved countermeasures.”¹⁰e.g. under the CARES Act the Centers for Medicare & Medicaid Services (CMM) itemized “New COVID-19 Treatment Add-On Payments” that tied payment of a 20 percent reimbursement for the entire hospital bill for a COVID-19 inpatient to exclusive use of the “countermeasures” covered by Emergency Use Authorization (EAU).      “I will never forget this time in the history of medicine—ever,” says Dr. Pierre Kory, who served in the intensive care unit (ICU) of a New York City hospital from the onset of COVID-19 through late November of 2021.¹⁶ Pierre Kory, “Nursing Reports From the Front Lines of The COVID Vaccine Crisis.” Pierrekorymedicalmusings.com, 13 June 2022. https://pierrekorymedicalmusings.com/p/nursing-reports-from-the-front-lines?utm_source=twitter&sd=pf “I saw overt hectoring, harassment, even rage.” The rage was self-righteous because anyone who refused the shot was supposedly enabling SARS-CoV-2 to run rampant. CDC Director Rochelle Walensky announced on CBS’s Face the Nation on September 26th 2021, “Let me start by saying that we still have 70 million Americans who are unvaccinated in this country, and these are the people who are 10 times the risk of being hospitalized and 11 times more likely to die.”¹⁷Rochelle Walensky, interviewed by Margaret Brennan, “Transcript: CDC Director Rochelle Walensky on ‘Face the Nation.’” Face the Nation, CBS News, 26 Sept. 2021. https://www.cbsnews.com/news/transcript-cdc-director-rochelle-walensky-face-the-nation-09-26-2021/ That and similar formulae were everywhere—emblazoned on the sides of busses, announced on placards at bus stops, heard in conversations in bank lines, delivered with finger-poking at family gatherings.   

“That was never true”

     Dr. Pierre Kory discovered that the formulae were mere data manipulation. His skepticism began when reviewing his patients’ electronic medical records and finding that almost a year into the shots’ rollout he had treated only one “vaccinated” patient. How could that be? He inferred there must be a system-wide barrier to admitting a COVID-19 patient into the hospital as “vaccinated,” and thereafter the vast majority of COVID-19 inpatients would officially be “unvaccinated.”¹⁸ Pierre Kory, “Nursing Reports…”  

    A nurse working in the emergency room and ICU of a large university hospital in Boston confirmed Dr. Kory’s suspicions.¹⁹qtd. in Pierre Kory, “Nursing Reports…” Independently of and unbeknownst to the nurse in Boston or Dr. Kory in New York, Nurse Gail Macrae in Santa Rosa, California, discovered the same system-wide glitch in the Kaiser Permanente system.²⁰ Gail Macrae interviewed by Liz Collins, “Former nurse describes COVID-19 protocols as ‘medical murder.’” Liz Collin Reports, Alpha News, 18 April 2023. https://alphanews.org/former-nurse-describes-covid-19-protocols-as-medical-murder/ A peer-reviewed study in a medical journal published by Oxford University Press explains the identical glitch in the University of Kansas’s hospital system.²¹Sheila McGreevy et al, “Assessing the Immunization Information System and electronic health record interface accuracy for COVID-19 vaccinations.” JAMIA Open, Oxford University Press, 13 April 2023. https://academic.oup.com/jamiaopen/article/6/2/ooad026/7117831  

    The data fix worked as follows. “In the most popular medical record system in the U.S. (EPIC),” explains Dr. Kory, “on the sidebar of every chart are the name, demographics, room number, provider team, and COVID vaccination status of the patient. What I found weird from the outset was that, in EPIC, there were only two categories under the COVID-19 vaccine status section, ‘Vaccinated’ or ‘Unknown.’ There was no ‘Unvaccinated’ status. Also realize that ‘Unknown’ was interpreted by all providers and official data as akin to being ‘Unvaccinated.’ Everyone I took care of in the ICU in 2021, except one, had an ‘Unknown’ vaccination status. How could that be? How come only one ICU patient of mine in the entire year was reported as being ‘fully vaccinated’? Even if the vaccines worked really well (which I knew they didn’t) something was off, like really off…

     “I hypothesized that in order to be documented as vaccinated on the admission, you had to have received the vaccine from a primary care physician’s clinic who worked for that same hospital system in a system office, and they had already documented that in the electronic medical record. If you got a vaccine from anywhere else outside that hospital system’s clinic, you were assigned ‘Unknown,’ i.e. ‘Unvaccinated’ status in the electronic medical record. And lo and behold, [the Boston ER and ICU nurse] confirmed this was the case.”²²Pierre Kory, “Nursing Reports…”  

     Nurse Macrae states that at Kaiser Permanente, Santa Rosa, the barrier to recording COVID-19 inpatients as “fully vaccinated” was administrative as well: “We were not allowed to report those cases.” But more significantly there was the same “charting system glitch” found by doctors, nurses, and medical practitioners throughout the country.  

     “When the media was reporting that all of the patients that were admitted to the hospital were unvaccinated, that was never true,” says Nurse Macrae. “I was working on those COVID floors taking care of those patients. That came down to a charting system that we were using to tally up that evidence, and how it intentionally excluded fully vaccinated status in the charting system.”    

    Nonetheless, the CDC lie that the “unvaccinated” were at “10 times the risk of being hospitalized and 11 times more likely to die” enabled deadly rage against them in hospitals throughout the country. By the fall of 2021 the federal government had given hospitals, doctors, nurses, and other medical practitioners the motive, the means, and the opportunity to commit mass murder.
