Compensation for COVID shot injuries has been woefully inadequate, leaving thousands permanently injured, often unable to work, and without any compensation for their astronomically high medical bills. Particularly egregious is that many of the injured were coerced into getting COVID shots, and now they carry heavy medical and financial burdens.
“As someone who was injured by vaccines in the 1990s, I know the suffering first-hand,” said Alix Mayer, Chairman of Free Now Foundation, “I also know how expensive it is to lose your ability to earn an income and simultaneously have insane medical bills. Those bills typically run about $50,000 per year out-of-pocket for the average vaccine-injured person seeking care.”
Of more than ten thousand claims filed with the U.S. COVID shot compensation program, only twenty have been paid out. The average payout has been $5,000, with only one exception.
Especially after all the coercive COVID shot tactics and social pressure, this is particularly shameful.
State Attorneys General Now Stepping Up to Help
In a recent letter to US Secretary of Health and Human Services Xavier Becerra, fourteen state Attorneys General expressed grave concerns over the federal government’s failure to properly adjudicate and compensate claims from individuals harmed by COVID-19 vaccines. Systemic shortcomings of the Countermeasures Injury Compensation Program (CICP) affect countless individuals seeking justice and restitution. This is a critical issue for medical freedom advocates in California and nationwide.
What Is the CICP?
The Countermeasures Injury Compensation Program (CICP) is a federal program established under the Public Readiness and Emergency Preparedness (PREP) Act to provide compensation for serious injuries or deaths caused by certain countermeasures, including vaccines, during a public health emergency. Managed by HRSA, the CICP is designed as a “payer of last resort,” covering unreimbursed medical expenses and lost wages related to qualifying injuries.
Unlike the National Vaccine Injury Compensation Program (VICP), which handles claims for standard vaccines like MMR and polio, the CICP is a more opaque and restrictive system. Notably, those applying for compensation are met with online forms and faceless bureaucrats. The CICP does not offer hearings, appeals, or the ability to challenge decisions, and its funding is woefully inadequate. For COVID-19 vaccines, the CICP has become the primary avenue for injured individuals to seek compensation—with devastatingly poor results.
Systemic Failures of the CICP
According to the Attorneys’ General letter, the CICP’s inefficiencies and lack of transparency are causing significant harm:
- Restrictive Filing Deadlines: Claimants have only one year from the date of injury to file a claim. Many individuals miss this window due to delayed diagnoses or difficulty linking injuries to vaccination within the timeframe.
- Burdensome Proof Standards: Claimants must provide compelling, valid medical and scientific evidence to demonstrate direct causation, often without professional guidance. A temporal link alone is insufficient.
- Opaque Adjudication Process: The program does not allow claimants to know who reviews their claims, access evidence used against them, or introduce their own expert testimony. There is no opportunity for appeal or cross-examination.
- Inadequate Compensation: The program caps lost wage compensation at $50,000 annually and reimburses only out-of-pocket medical expenses. Death benefits are limited, and average payouts for COVID-19 vaccine injuries have been less than $5,000—excluding one extreme case.
- Backlogs and Low Approval Rates: Of over 10,473 COVID-19-related claims, only 65 have been deemed eligible for compensation, and merely 20 have received payouts.
The CICP’s chronic underfunding exacerbates these issues. With only $6 million allocated for claimants, the program lacks resources to process claims efficiently or fairly.

SAMPLE LETTER
I support the December 30, 2024 letter written by fourteen state Attorneys General to US Secretary Xavier Becerra and Health Resources & Services Administration (HRSA) Administrator Carole Johnson. The letter expressed grave concerns over the government’s malfeasance and mistreatment of the COVID-19 vaccine injured and the dead.
